About Me
I’m Julián David Cortés, a researcher and educator dedicated to advancing Science, Technology, and Innovation (STI) in Colombia and across the Global South. For over a decade, I’ve worked in higher education, striving to connect research communities in Latin America with global academic networks.
Currently, I’m a professor at Universidad del Rosario’s School of Management and Business in Bogotá, Colombia, and I lead SCIN Data Lab, where I collaborate with students and scholars from around the world. My work focuses on uncovering the structural complexities of STI systems, helping to drive technological innovation in emerging economies.
I am a PhD candidate in Engineering at Universidad de Los Andes in Bogotá, Colombia, where my research examines the intersection of STI and how it is related with public policy. Since 2012, I have been actively involved in teaching and research, with a focus on science of science, scientometrics, bibliometrics, and STI policy.

My research has been published in leading academic journals, including Scientometrics, Quantitative Science Studies, PLoS ONE, and Journal of Information Science. I am also an editorial board member of PLoS ONE and Nature-Humanities and Social Sciences Communications (HSSComms). My key contributions involve mapping knowledge networks and studying the evolution of STI systems in the Global South.
Julian D. Cortés Collaborations and Recognition
Throughout my career, I’ve worked closely with major international research institutions such as the Max Planck Institute for Demographic Research in Germany, Georgia Tech in the USA, Fudan University in China, the Spanish National Research Council (CSIC), the Universidad de Granada in Spain, among others. These collaborations have helped expand the reach of my research, making significant contributions to the field of innovation policy. I’ve also been the recipient of several prestigious research grants from the Ministry of Science, Innovation and Universities, Spain and the National Ministry of Science Technology and Innovation of Colombia and other international agencies.
